This is an NYPD sketch of a suspect wanted for a rape that occurred on December 12, 2010 in Crown Heights, Brooklyn. The suspect has been described to police as a black/African-American male between the ages of 25-30, around six feet, with a medium build and a dark complexion.

New York, NY— On Wednesday, December 15, 2010 four Citytime consultants were charged with embezzling $80Million from the City of New York through steering public funds to consulting firms who funneled the money to shell companies controlled by the consultants and their families. Ironically, Citytime is a timekeeping system used by some City agencies to monitor payroll fraud and abuse. Currently, Science Applications International Corp (SAIC) is the main contractor for the Citytime timekeeping system.
Council Member Letitia James has been a long-time critic of the Citytime project, which has been rife with accusations of administration and management errors that have seen consultants such as the accused paid exuberant prices. In opposition to the operational mismanagement— as well as the ballooned cost of the project ($68 million projected at its onset to more than $738 million)— Council Member James joined Local 375-DC 37 the Civil Service Technical Guild at a press conference in September 2010 to call on a freeze to any further rolling-out of the project, and a full assessment to be performed on the project. Following the press conference, New York City Comptroller John Liu announced that an agreement had been reached with the administration to give SAIC a June 2011 deadline to complete original work on the project before receiving minimal funding for maintenance and support services.
Following yesterday’s events, Comptroller John Liu called for an emergency session of the Payroll Administration Board of Directors and further urged the Metropolitan Transportation Authority (MTA) to take care in selecting a SAIC as the final contractor for its new radio communications system.
“I applaud the federal prosecutors for this indictment, but it should not have taken this amount of time to expose,” said Council Member Letitia James. “The fact that this complex scam was able to take place under the radar of the administration is proof of just how out-of-control the greed of some consultants has become. It is time to stop using public funds to continue these poorly managed, poorly supervised private enterprises. The City must stop outsourcing jobs without having the resources or inclination to manage the contractors.”
“This scandal highlights the dangers of the Bloomberg administration’s over-reliance on private contracts,” said Council Member Melissa Mark-Viverito. “The extent and duration of this embezzlement calls into question the administration’s commitment to truly scrutinize the private contractors and consultants that are getting rich off of taxpayer dollars. In the wake of this news, it is time that we examine these large contracts even more closely, instead of sitting back and waiting on the federal government to find other instances of corruption.”

Local Representatives, teachers, parents, and students have a differing opinion. M.S. 571 School Community members question the accuracy of the DOE Fact Sheet, as well as are disappointed that they were not notified of this trouble more in advance.
“A comprehensive reform model was not offered by the DOE, which disappoints all who support this important educational institution for the Prospect Heights neighborhood. This is simply unacceptable,” said Council Member James.

“It has come to light that burglaries have taken place in the Clinton Hill area recently, and I would like to make the community aware of an incident that occurred last night, so that residents can take precautions during these desperate times, and with the holiday season underway.
The most recent robbery happened at Choice Market on Lafayette Avenue near Grand Avenue around 10:00 pm (closing time) on Tuesday, December 7. Three masked Black males entered the store, displayed two firearms and told the store manager to lay face down on the floor of the restaurant. One robber then removed money from the cash register. The gunmen degraded the employees both physically and verbally and ran with the day’s profits. The incident appears to have been well planned by the perpetrators.
Fortunately, Choice employees were not hurt during the incident, but my office will help to provide any assistance needed, be it psychological or otherwise. I have asked the 88th Precinct to increase patrols in and around Lafayette and Grand Avenues, and will be meeting with businesses to discuss other safety measures. We are also asking if anyone has information that may lead to the arrest of these suspects to please contact the 88th Police Precinct. Tips can be left anonymously at – (718) 636-6511, or 298 Classon Avenue, between Classon and Dekalb Avenues.
I would also like to remind constituents of the Town Hall Meeting my office is hosting on Public Safety taking place next Tuesday evening, December 14 at 7pm, in the community room of the Cadman Congregational Church, located at 350 Clinton Avenue (enter at 210 Lafayette Avenue). CM James Introduces the "Family Leave for Private Employees Act" into City Council!
At yesterday's Stated Council meeting, Council Member Letitia James was pleased to re-introduce Int. 432-2010 into the City Council- the 'Family Leave for Private Employees Act' that would provide paid family leave to private employees. The legislation would establish that a private employer must provide paid family leave to an employee who is eligible to take unpaid leave pursuant to the Family & Medical Leave Act (FMLA) to care for persons covered by the federal law (note that recent amendments expanded this category). Any such employee would be entitled to a total of twelve weeks of paid family leave within an annual period.
By providing employees with some portion of their regular salaries in those times of personal emergencies, this bill would allow such individuals to attend to the health needs of their families and loved ones without the fear of financial hardship due to lost pay.

REMEMBERING OUR BELOVED CURTIS RODGERS, A.K.A. “COOKIE”
Loving, kind and funny are some of the words local residents are saying to describe Curtis “Cookie” Rodgers, who could be found helping out at Pioneer Super Market, as well as other shops on Lafayette and Grand Avenues nearly seven days a week.
Cookie passed away on Sunday, November 20 in his mid-50s. His friends, family, coworkers and customers describe him as friendly, community-oriented, uplifting, humorous, and a big-hearted man with a smile on his face always.
A wake will take place for Curtis “Cookie” Rodgers on Tuesday November 30 from 1:00 pm until 7:30 pm at Dekalb Funeral Services (Dekalb and Franklin Avenues), located at 491 Dekalb Avenue, (on the border of Clinton Hill & Bed Stuy) Brooklyn 11205 - (718) 230-3147.
A Funeral Service for Cookie is also planned from 10 am until 12 pm on Wednesday, December 1 at Emmanuel Baptist Church, located at 279 Lafayette Avenue in Clinton Hill, Brooklyn 11238 - (718) 622-1107. A final viewing is scheduled from 9:00 am - 10:00 am prior to the funeral service (also at EBC).

"READ" Alliance is Recruiting!
"READ" Alliance is recruiting New York City High School Students for Paid After-School Jobs -
READ recruits, trains and closely supervises high school student to tutor at-risk Kindergarten and first grade students in basic reading skills. READ is growing in Brooklyn, and they need even more tutors. They will have a program at PS9K in your district, but they can place teens at other schools that may be nearer to their schools and their homes.
READ Alliance after-school programs run 1.5 hours a day, three or four days a week, for 15-20 weeks (50 sessions in all). Tutors earn $7.25 per hour. Media reports this week state that prices for the Thanksgiving Day centerpiece have gone up by as much as 28 percent since last year, averaging $1.09 per pound. Turkey price hikes can be blamed on the cost increase of raising the birds, as well as turkey production being down, according to the U.S. Department of Agriculture. Therefore, Council Member Letitia James and NFL Shaun Smith’s 91 Ways Foundation have partnered to donate turkeys to the community to ensure that families in need are able to enjoy their traditional holiday feast.
“New York raised me to become the man I am today. I was privileged to enjoy many Thanksgiving dinners and I want to give that back to those in need as long as I can,” said Shaun Smith.
FYI: Shaun Smith, Defensive Tackle for the Kansas City Chiefs established the 91 Ways Foundation as a platform to effectuate his values, uplift communities, and prompt social change. Using the NFL as a channel, Shaun is dedicated to help others in any way possible. Council Member Letitia “Tish” James was born in Brooklyn, New York. Committed as a public defender and leader of the 35th District, Tish advocates for affordable housing, public school reform, small businesses, and increasing access to jobs.

Thirty parents rallied and attended the Achievement First Board meeting to call for a change to the charter school network’s discipline policies.
Parents were angered at the disciplinary actions taken against their children in Achievement First schools. Many students in the schools have had detention almost every day of the year and been suspended for infractions such as dropping a pencil, not making eye contact and “slouching.”
“These rules have to change. My son was called a “low-level criminal” because he initialed his name in the wrong location on a form. He was suspended and they made him wear a different color shirt for the rest of the day,” said Jasmine Crawford parent of an Achievement First student.
Parents felt that the disciplinary policies have had a very detrimental effect on students’ emotional states, even to the point where students talk about suicide.
“My son has threatened to walk out in the street and be run over by a car, instead of going to school,” said one Achievement First parent who did not want to be named publicly for fear of retribution on her son.
Parents were also very disturbed that Chi Tschang, who has a history of emotionally and physically abusing children, was brought in as Superintendent of their schools. Mr. Tschang had been reported in California to have put his hands on students and using harsh punishments like sitting out in extreme cold/sun for hours. Parents at Achievement First called for the removal of Mr. Tschang and requested to work with administration to implement a fair and transparent code of conduct.
Several parents delivered a letter (attached) to the Crown Heights AF principal and requested a meeting in regards to disciplinary policies on October 27th, but have yet to hear back.
Council Member Letitia James added her support for the parents, “When a large group of parents gather to voice their dissatisfaction with their children’s school policies, I listen. The parents of Achievement First Schools are my constituents, and therefore my first priority. Apparently, students are also sharing experiences of harsh punishments with others, specifically under the direction of the Superintendent of their schools. Today, I am calling for an immediate meeting to be held with the Crown Heights Achievement First principal to discuss disciplinary policies and make necessary adjustments that are agreed upon by all parties.”

New York City Councilmembers Letitia James, Brad Lander, and Jimmy Van Bramer were joined at today's Stated Council meeting by two-time Academy Award-nominated actor Edward Norton to recognize this year’s NYC-based National Arts and Humanities Youth Program Award winners.
Heart of Brooklyn and Global Action Project, are two of just fifteen organizations nationwide to receive this prestigious annual award from the President's Committee on the Arts and Humanities (PCAH). This award is the nation’s highest honor for outstanding after-school arts and humanities programs, particularly those that reach underserved children and youth. The awards were presented by First Lady and Honorary Chairperson Michelle Obama on October 20th at the White House, and Committee Member Ed Norton joined the New York City Council in recognizing these two outstanding organizations.

The incident began around 8:40 am, on Oct. 18 when a thief snatched 26-year-old Evelina Losik’s cell phone near the entrance of the DeKalb Avenue subway station. Ms. Losik took off running after the suspect. Concerned for Losik’s safety, paramedics Delano Williams and Rheinhold Danglade turned on their siren and began pursuit of the thief. The EMTs then jumped out of their ambulance, and began to chase the suspect, who quickly threw the phone on the ground and surrendered. The heroes restrained the thief until arrival of the NYPD, as well as looked after the health of Ms. Losik.

Medgar Evers College Preparatory School Marching Band Seeks Donations for Competition
The Medgar Evers College Preparatory School marching band is among the bands that have been invited to the 2010 National High School Stepping Marching Band Championship in Atlanta, Georgia taking place November 12th-13th. The school unfortunately has not been able to raise the $35,000 needed to transport and board the 126-member band.

CM James Congratulates DDDB and Community on Ruling Against Atlantic Yards Development

Victory At Last!
Congratulations to DDDB and Community on Ruling Against Atlantic Yards Development
State Supreme Court Justice Marcy S. Friedman issued a ruling today granting the motion by Develop Don't Destroy Brooklyn (DDDB), and other petitioners. The judge sided with DDDB and associated neighborhood groups stating that the Empire State Development Corporation (ESDC) did not properly consider the full 25-year schedule of the Atlantic Yards development project. The judge sent the case back to ESDC requiring a detailed, reasoned basis for its findings and support.
Justice Friedman criticized ESDC for the lack of transparency in its approval of Bruce Ratner’s Atlantic Yards project, highlighting that the environmental review process is meant to be an open process involving the public, as well as other interested agencies.
“The Court properly found that ESDC misrepresented the facts of the contracts and there were no requirements that FCRC complete the project,” said DDDB lead counsel Jeffrey S. Baker of the Albany, New York law firm of Young, Sommer, Ward, Ritzenberg, Baker & Moore, LLC. “ESDC’s lack of transparency was not just with respect to its own deliberations, but extended to trying to hide material facts from the Court. We are very pleased that Justice Friedman did not tolerate that behavior.”
Council Member Letitia James said: “It’s time that Forest City Ratner Corporation sit down with the community and incorporate aspects of the UNITY plan into his project, which focuses on affordable housing and buildings that compliment the community. Unfortunately, the taking of homes and businesses by eminent domain in absence of proper findings has already happened. I hold my ground and continue my objection to this entire development, the process, the land grabbing, and the waste of public funds. In light of Justice Friedman’s ruling, it’s critical that Governor Elect Andrew Cuomo examine the overall plan for the Atlantic Yards project, and meet with the community. Lastly, congratulations to DDDB, Prospect Height Neighborhood Development Council, and the community for their perseverance and victory.”

City Council Hearings Held on Outdoor ATMs, Development, and Post-Storm Clean-up
On Monday, October 25th, the Council Committee on Transportation held a hearing on Int. 257– 2010, in relation to regulating sidewalk ATMs as revocable consents and requiring safety features for all outdoor ATMs. This bill was introduced by Council Member Diana Reyna. The bill will act as a safety measure (currently there is little regulation or security rules in relation to outdoor ATM machines placed outside of non-banking businesses). The bill would look to address this loophole, and increase safety for consumers. Council Member James also has upcoming legislation regarding outdoor ATM regulation.
On Monday, the Council Committee on Land Use also held an oversight hearing which discussed development on 470 Vanderbilt Avenue.
Finally, the Council Committee on Sanitation and Solid Waste, chaired by Council Member Letitia James, held a joint hearing with the Council's Committee on Parks & Recreation regarding the recent storm.

ATTENTION: BK DA Hynes Establishes Sex Trafficking Unit
The Brooklyn District Attorney Charles Hynes has launched a community outreach campaign aimed at educating the public about sex trafficking and offering help to victims. Sex trafficking exists in Central Brooklyn, and its victims are often girls between the ages of 13-15, and/or undocumented immigrant girls and women. DA Hynes has taken a hard approach against this crime by establishing a Brooklyn Sex Trafficking Unit- or BK STU- to work with victims of sex trafficking.

Recent results from a pilot study conducted by the NYC Department of Education and the U.S. Environmental Protection Agency found significantly elevated levels of PCBs in two of three schools tested, with levels at the third also above guidances, putting thousands of kids at risk. There is every reason to believe that many schools out of the nearly 700 built or renovated between 1950 and the late 1970s will be similarly contaminated.
This Tuesday, October 26th, elected officials from across the city will join New York Lawyers for the Public Interest, New York Communities for Change, representatives from the UFT, 32BJ, Local 78, other labor organizations, and parents, outside a dozen potentially contaminated NYC public schools as part of a citywide movement to demand that DOE and EPA rid all NYC schools of PCBs. As children file into their classrooms in the morning, parents, teachers, and school employees will all have the opportunity to sign a petition demanding the immediate and comprehensive testing of all schools built or renovated during the time PCBs were used in building materials. A number of schools have also been selected for petitioning during the afternoon dismissal where parents, teachers, and school employees will have the opportunity to sign the petition as children file out of their classrooms.

Through their partnership with Computers for Youth (CFY), Ebbets Field MS 352 recently celebrated their fourth computer workshop and give away. This year, CFY enlisted the help of cable television providers who have promised to grant everyone of the students access to high speed internet service for a reduced fee or for free! Now every student will have access to the world from their own living room!

Zombiefest – a Food Bank For New York City Charity Event
The Food Bank For New York City is partnering with indieScreen to host a charity event to support Food Bank For New York City’s continuous efforts to fight hunger.
During the event, people will be asked to dress as zombies and everyone will “crawl” or walk down Metropolitan Ave., toward indieScreen. After the crowd of zombies arrives at indieScreen, participants will have the option to screen the popular 1968 zombie film, “Night of the Living Dead” in zombie attire. A portion of the ticket price will go toward the Food Bank For New York City. After the film, participants can go to The Cove where the charity event will continue! There will be beer specials and a portion of the proceeds made will also benefit the Food Bank For New York City.
Food Bank For New York City recognizes 27 years as the city's major hunger-relief organization working to end food poverty throughout the five boroughs. As one of the country's largest food banks, their mission is to end hunger in New York City by organizing food, information and support for community survival and dignity.
indieScreen is a brand new theater and entertainment space located on the Southside of Williamsburg, Brooklyn that features a sophisticated A/V room, a restaurant, and a full bar.

BCAP Awarded by President's Committee on the Arts and Humanities; Honored by First Lady
First Lady Michelle Obama Honors Heart of Brooklyn’s BCAP Initiative; One of 15 Youth Programs Awarded Nationwide
First Lady Michelle Obama will recognize Brooklyn Cultural Adventures Program (BCAP), the youth education program that gave rise to the award-winning Heart of Brooklyn cultural partnership, with a prestigious National Arts & Humanities Youth Program Award at a White House ceremony on Wednesday, October 20. Heart of Brooklyn Director Ellen F. Salpeter and BCAP Summer Camp Adventurer Jamell Allen-Thomas will accept the award on behalf of the thousands of children served by BCAP since 1998.
Selected from a pool of more than 400 nominations, BCAP is one of 15 after-school and out-of-school programs across the country to be presented with a 2010 National Arts and Humanities Youth Program Award (formerly, the Coming Up Taller Award- BCAP also was named a 2009 semi-finalist for the Coming Up Taller Award) from Mrs. Obama. The award is the highest honor such programs can receive in the United States. BCAP is one of two New York City-based organizations to be recognized at the ceremony, along with youth media organization Global Action Project.
The National Arts and Humanities Youth Program Awards are administered by the President’s Committee on the Arts and the Humanities (PCAH), in partnership with the National Endowment for the Arts (NEA), the National Endowment for the Humanities (NEH), and the Institute of Museum and Library Services (IMLS). With the award, Heart of Brooklyn will also receive $10,000 to support its engaging programming that weaves connections between art, world culture, literature, history, nature and science.
